UK Revises Toy Safety Standards for Great Britain

In August 2022, the United Kingdom proposed to amend the list of toy safety standards for presumption of conformity with its toy legislation in relation to Great Britain and on September 1, 2022, they were published and enforced with immediate effect.

On August 3, 2022, the UK’s Department for Business, Energy & Industrial Strategy (BEIS) proposed to amend the list of designated toy safety standards for presumption of conformity with the Toys (Safety) Regulations 2011 in relation to Great Britain (GB – England, Wales and Scotland).  The notice of proposal revises six toy safety standards – EN 71 Parts 2 to 4, 7, 12 and 13. On September 1, 2022, these standards were published and designated accordingly under regulation 2A of SI 2011/1881.

Highlights of the changes and a comparison with the previous list of toy safety standards are summarized below table.

¹Interpretation of Clause 7 of the standard should be taken to require that test portions should not be made up of combined materials prior to the migration and analysis stages of the test
²Limit for climbazole (entry 22 in Table B.1 to Annex B) has been revised from 0.5% to 0.2%. The revision to this preservative was based on the ‘Addendum to the Opinion on Climbazole (P64) ref. SSC/1506/13’ of the Scientific Committee on Consumer Safety (SCCS) that was adopted after the publication of EN 71-7:2014+A2:2018

Toy safety standards that are not amended in the notice of proposal are included for completeness. With the exception of entry 11 for electric toys, it is interesting to note that the referenced toy safety standards are consistent with those in the European Union (SafeGuardS 153/21).
