GSO Updates Guidance Document on Conformity Assessments for Children Toys

The GCC Standardization Organization (GSO) is a standards organization for the member states of the Gulf Cooperation Council and Yemen. It was established under the authority of the Gulf Cooperation Council.

Recently, there is a new revision of the guidance document released by GSO on Conformity assessments for GCC application for Children Toys to summarize the results of latest coordination with NBs, aiming at further harmonization between NBs, as well as further transparency in the process:

  • Further clarification on conformity assessment procedures (CAPs) stated in Article (18), Annex IV and Annex V of the Toys Technical Regulation (BD131704-01) for consistent implementation

  • Improving the conformity assessment for toys by adopting results and recommendations of recent work and meeting of working groups under GNBCG Toys

  • Improving transparency and participation according to GSO rules on notification

Implementation:

  1. Toy categorization:

    • Following the associated document (Toys Categorization_20200615) periodically revised and updated under control of GSO

    • Toys grouping aspects, mandatory and representative test shall follow dispositions of GSO announcement on the implementation of GSO Guidance Document on Conformity Assessment for GCC Technical Regulation on Children Toys, on March 25th, 2020, which have clarification on:

      • Toy grouping

      • Mandatory tests and representative testing

  2. NBs responsible to ensure sufficient evidence on correct application of the required CAPs is provided in all cases, and to allow for full traceability of products using the existing GSO Conformity Tracking System (GCTS) scheme. Test reports generally shall be considered valid evidence if they clearly relate to the applied products and those reports are issued under accreditation by an accreditation body being a member of the ILAC multilateral agreement and are not older than 3 years since its date of issue

  3. Clearly define applicable standards:

    • The following international standards (series) are adopted by the GSO and shall be applied in the preferential order as shown below:

      • GSO EN 71 set, EN 71 set is accepted;

      • IEC 62115, EN 62115 will require an additional gap analysis with Annex II chapter IV;

      • ISO 8124-series, additional tests may be required;

      • ASTM F963, additional tests may be required


A transitional period of three months is given after adoption of this announcement, before its mandatory implementation.
