EU's Latest Requirements on Eco-Design for External Power Supplies
On 1st October 2019, the European Commission issued a new regulation on Eco-Design requirements for external power supply (Commission Regulation (EU) 2019/1782), which was published in the Official Journal of the European Union on 25th October 2019. The new regulation will enter force 20 days after the publication of the bulletin, which will enter force on 14th November 2019 and will be implemented on 1st April 2020, replacing the current regulation (Commission Regulation (EC) No 278/2009).
The new regulations apply to external power supplies for use with electronic and electrical household and office equipment. E.g. charger for mobile phone, external power supply for laptop, home appliances, electric toys, audio device, television.
*Excluding: voltage converter, uninterruptible power supply, battery charger without power supply function, lighting converter, external power supply used with medical devices, docking station for automatic appliances, active power over Ethernet injector.
Compared with the current regulation (COMMISSION REGULATION (EC) No 278 / 2009), there are significant changes as follows:
- Improve the requirements of no-load power and average efficiency to level VI, alignment with US DOE;
- Add energy efficiency requirements for multiple voltage output external power supply;
- Add test requirements of 10% load efficiency;
- Label shall include output voltage (V), output current (A), output power (W);
- The website of the manufacturer / importer / authorized representative shall include the following information:
- Manufacturer's name or brand
- Product model
- Input voltage (V)
- Frequency (Hz)
- Output voltage (V)
- Current (a)
- Power (W)
- Average efficiency
- 10% load efficiency
- No-load power
- No-load condition power consumption
