China RoHS

China RoHS, officially known as Administrative Measure on the Control of Pollution Caused by Electronic Information Products, is a Chinese government regulation approved by the Ministry of Industry and Information Technology (MITT) of the People’s Republic of China on January 6, 2016 and was implemented on July 1, 2016. 

Its goal is to regulate hazardous substances in electrical and electronics products manufactured, sold and imported into mainland China, so as to reduce the environmental pollution caused by the disposal of products.

After the implementation of this management approach, the “Measures for the Control of Pollution Caused by Electronic Information Products” Promulgated on February 28, 2006 shall be repealed at the same time.

On March 15, 2018, MITT released the first batch of “The Standard Achieving Management Catalogue” for China RoHS and the Exemption List, which shall be effective on March 12, 2019. 

The Standard Achieving Management Catalogue (First Batch) includes the following 12 types of product scope with definition and explanations on their applications:

  1. Refrigerators
  2. Air conditioners
  3. Washing machines
  4. Electric water heaters
  5. Printers
  6. Copiers
  7. Fax machines
  8. TVs
  9. Monitors
  10. Micro-computers
  11. Handheld phones for mobile communication
  12. Telephone sets                                                          

The content of lead (Pb), mercury(Hg), cadmium (Cd), hexavalent chromium (Cr (VI)), polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE) of the products listed above shall meet the relevant standards for China RoHS and related standards, and will be reviewed according to the conformity assessment scheme.  An article sold in the market shall comply with China RoHS requirement unless it clearly states that the article is used in products that does not fall into the above scope.

Considering technical or economical infeasibility to replace some materials, an exemption list including 39 exempted applications for China RoHS is also established for the above products. The listed applications can be exempted from the hazardous substance restriction requirements until any further update.
