For all products that are imported into the EU market whose SVHC concentration exceeds 0.1% (by weight), the importer or manufacturer of such article is obligated to declare such matter to ECHA, the European’s agency for governing chemical legislations.

Once these notifications had been received, this would provide sufficient information to allow safe use of the article to their customers or upon request, to a consumer within 45 days of the receipt of the request. 

The program was conducted between October 2017 and June 2018 by inspectors and custom officers from different EU Member States towards manufacturers and importers, which targets key entries within the Candidate list such as brominated and phosphorous flame retardants, SCCP, phthalates and per fluorinated substances through various means such as on-site surveys, questionnaires, sample checks and chemical tests.  The results will be announced by the end of November 2018.
