In August 2017, the European Commission has amended the Cosmetic Regulation (EC) 1223/2009 to ban the use of three fragrance allergens.

One of the reasons of this move is, these fragrance allergens caused highest number of contact allergies cases in the past years.

  • HICC 
  •  Atranol
  • Chloroatranol

This Regulation has come into force on 23 August 2017, but due to lengthy reformulation of fragrance, the European Commission sets a timeline for compliance.


From 23 August 2019,

  • Only cosmetic products which comply with the Regulation shall be placed on the Union market.

From 23 August 2021,

  • Only cosmetic products which comply with the Regulation shall be made available on the Union market.

To meet the needs from the market and regulatory update, SGS Hong Kong expands the scope of quantitative fragrance analysis to cover the recently banned fragrance allergens.
