China Authority Strengthens The Enforcement of China RoHS 2.0
"Administrative measure on restriction of hazardous substances in electrical and electronic products" (also known as: China RoHS 2.0) was jointly issued by General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China and other eight ministries on January 6, 2016.
In its first phase, electric and electronic products circulating in the Chinese market need to provide the content of the lead, cadmium, mercury, hexavalent chromium, PBBs and PBDEs, environment-friendly use period, recyclability information, etc.
Recently, Jiangsu Entry-exit Inspection and Quarantine Bureau informed the first half year of the inspection of imported goods quality, points out that the electric and electronic products in violation of the provisions of the China RoHS 2.0, unqualified problem with environmental labeling is serious. At many ports of Wuxi, Taicang, Zhenjiang, Suzhou Industrial Park, more than one batch of imported electrical and electronic products were asked to be rectification.
In 2017, Zhenjiang Inspection and Quarantine Bureau has found four batches of Korean medical ultrasound products (value: 32.9k US dollars) without proper labeling to indicate the presence of harmful substances. Products and its instruction both are not marked the name of hazardous substances (mercury, lead, cadmium, etc.) and their content. Meanwhile, a company in Suzhou Industrial Park imported 54 network cameras from Japan, these goods were failure to provide the correct information (e.g. EEP Restricted Substance Use-Restriction Logos, the presence condition of restricted substances, etc.) as required in China RoHS regulation. In Wuxi, the Inspection and Quarantine Bureau conducted an entry verification on a batch of EEP from United State and found that the network controller did not include the China RoHS required information such as the logo and presence condition as mentioned before. Eventually, these products were being determined not to pass the verification.
Since the implementation of China RoHS 2.0, the electronic enterprises have been greatly affected. SGS recommends that enterprises should be familiar with and understand the new laws and regulations of the technical content, be alert to the new laws and regulations and, develop effective programs to strengthen the control of harmful substances.
