SGS Offers CPSIA Compliance Program for Children's Products
The CPSIA regulation was implemented on 14 August 2008, aiming at ensuring the safety of consumer products, especially those designed for children, under the age of 12. The CPSC has granted a 1-year stay of enforcement for testing and certification of certain children’s products subject to the CPSIA. The stay does not relieve the manufacturer or importer from the responsibility of ensuring that their products meet all applicable product safety requirements, including those covered by the stay of enforcement for testing and certification. Since the covered products still have to comply with the regulations as stated, the CPSIA regulation inevitably poses challenges to everyone that manufactures, imports, or distributes apparel, footwear and other children’s products into the United States.

The CPSIA compliance program consists of 5 packages covering different children product categories, with 3 tiers of further subcategories depending on the number of components identified in the finished product. The package cost will be determined by the number of tests in the package and the subcategory level that is needed.

More Information about This Program
Each product package includes the necessary test parameters (physical and chemical) required for complying with the CPSIA requirements. For products which do not belong to the above 5 product categories, please consult our customer service representatives for details.
According to our internal sample breakdown guideline, multicolour components which cannot be practically separated are regarded as one single component. Testing will be conducted on an individual basis to ensure accurate test results and avoid any extra time for retesting.
A testing report, together with laboratory summary information for certificate of compliance (COC) shall be issued for each product package application to help you facilitate U.S. custom clearance process.
The COC laboratory summary sheet provides you with the following: Product Description Safety Regulation Citation Importer or Domestic Manufacturer’s Information Record Holder’s Information Date of Manufacture Date of testing TPCA Information Sample Submission RequirementsSimply submit 3 identical pieces of finished production product for any of the listed product packages. Alternatively, you may submit a minimum of one piece of finished production product together with a sufficient quantity of the same finished components as present on the finished production product.
To avoid any inconvenience caused by submitting insufficient sample, use the guidelines in the table below for submission at the time of application.
