Quebec Canada Repeals Upholstered & Stuffed Articles' Labeling Regulation

In October 2021, the government in Quebec, Canada, has proposed a legislation to repeal the Upholstered and Stuffed Articles Act, which requires labeling for various upholstered and stuffed products offered for sale in the province of Quebec. On December 9, 2021, this Act has officially been repealed through Bill 103, an Act to amend various legislative provisions mainly for the purpose of reducing red tape and comes into effect immediately.

In other Canadian provinces, Ontario and Manitoba had repealed their upholstered and stuffed articles regulations on July 1, 2019 and January 1, 2020 respectively therefore manufacturers, importers, retailers, renovators and distributors with bedding, upholstered or stuffed articles are no longer required to register and license their products in these markets.

However, depending on the product category, stakeholders must still comply with federal labelling requirements under the Textile Labelling Act (TLA) and Textile Labelling and Advertising Regulations (TLAR) as well as any other consumer product safety and protection laws.

For toys sold in the Province of Quebec, certain language requirements for inscriptions on products, operation of products, and their packaging, instructions, etc. may be applicable under the authority of the Charter of the French Language (Charte de la langue française).
