Chemical Testing
Per- and polyfluoroalkyl substances, abbreviated as PFAS, is a chemical family consisting of almost 5,000 industrially produced chemicals. PFAS are widely used in the past decades, and can provide properties such as non-stick, water repellence and anti-grease.

However, PFAS are classified as persistent organic pollutants (POPs), which can be accumulated in organisms and human bodies causing long-term damage to human beings and the environment.  Moreover, studies have found links between PFAS and many diseases. Therefore, many countries and regions have set up laws and regulations to ban PFAS.

Due to the unacceptable risks posed by PFAS to humans and the environment, competent authorities for REACH of several EU Member States, namely the Netherlands, Germany, Denmark, Sweden and Norway, are currently preparing to call for evidence supporting the analysis of PFAS and are considering proposing EU-wide measures covering all PFAS. The information will be collected in the form of a questionnaire to understand the nature and use of PFAS substances further and whether there are alternative substances or technologies for PFAS. 

The main information of the questionnaire is as follows:

What’s the scope of PFAS targeted by the questionnaire?
Substances that contain at least one aliphatic -CF2- or -CF3 element.

What’s the scope of industries covered by the questionnaire?
This will be addressed to the whole supply chain including manufacturers, importers, distributors and downstream users, including the use of PFAS in household articles, food contact materials, textiles, leathers and other clothing related products, medical devices, semiconductors, etc., basically cover all applications of PFAS in electrical and electronic industry.

What are the main contents of the questionnaire?
The contents mainly include the category, application, technical function of PFAS, the concentration and weight while PFAS are used, risk management measures, the alternative substance or technology, how to phase out PFAS, and impacts if use the alternative substances or technologies, etc.


Based on the analysis of information collected by the questionnaire, appropriate options for a restriction proposal will be taken forward in the development of a REACH Annex XV restriction dossier.
