China RoHS

Restriction of the use of Hazardous Substances (RoHS) was first introduced in the EU as Directive 2002/95/EC, aiming to to reduce the content of hazardous substances in waste EEE. In 2011, the directive 2011/65/EU was published and re-casted the previous version. The updated directive is also known as EU RoHS 2.0 and the updates, which includes a broader product scope, mandatory CE marking requirements on EEE etc. 

Realizing the potential toxicity of chemicals in EEE, China has also implemented China has also implemented its own RoHS-like regulation. China RoHS 2.0 was first published on January 6, 2016 and was implemented on July 1, 2016.Products placed on market for sale in China are required to have the China RoHS logo according to their restricted substance limit.

In 2019, both EU RoHS and China RoHS will undergo major updates (See Table 1 & Table 2). Enterprises are suggested to review their products to ensure up-to-date compliance to both RoHS regulations. 

In 2015, (EU) 2015/863 was published as an amendment to EU RoHS 2.0, in which 4 phthalates were added to list of restricted substances, adding the number of restricted substances from 6 to 10 and taking effect in July 22, 2019 for major EEE products. Table 1 illustrates the restricted substances in EU RoHS, with the 4 newly-added phthalates highlighted.

Moreover, under China RoHS, the Standard Achieving Management Catalogue (first batch) was published in March 2018, and it has gone effective in March 2019. It stated that for the 12 product categories listed in Table 2, the content of 6 restricted substances of the products listed above shall meet the respective restricted limits, and will be reviewed according to the conformity assessment scheme. An exemption list for China RoHS 2.0 is also established for the above products. Products fail to comply with the restricted substance limit are not allowed to be placed on the market for sale.
