In December 2016, the US Environmental Protection Agency (EPA) published a Final Rule to implement the Formaldehyde Standards for Composite Wood Products Act (the Act). This Final Rule includes provisions relating to, among other things, formaldehyde emission standards in hardwood plywood composite core or veneer core (HWPW-CC or VC), particleboards (PBs) and medium-density fiberboards (MDFs), third-party certification programs, incentives for products manufactured from ultra-low emitting formaldehyde resins (ULEF) and no added-formaldehyde-based resins (NAF), product labeling, Accreditation Bodies (ABs) and Third-party Certifiers (TPCs). The formaldehyde emission standards are identical to those in Phase 2 of the Air Toxic Control Measure (ATCM) to control formaldehyde emissions under the California Air Resources Board (CARB).

SGS Hong Kong is now accredited by Hong Kong Accreditation Service (HKAS) according to ISO/IEC 17065 with the accreditation scope including EPA TSCA Title VI. On October 19, 2018, SGS Hong Kong became the first Third-Party Certifier (TPC) accredited by HKAS, an EPA-recognized Accreditation Body (AB), for ISO/IEC 17065 with the accreditation scope of formaldehyde emission standards for composite wood products per the regulations of EPA TSCA Title VI (40 CFR Part 770). SGS Hong Kong was approved by EPA as a recognized TPC since July 2017 through reciprocity between EPA and CARB. The EPA TSCA Title VI regulations specify that after March 22, 2019, all EPA-recognized TPCs through reciprocity with CARB must satisfy the requirements of being accredited to ISO/IEC 17065 by an EPA-recognized AB with the accreditation scope including the formaldehyde emission standards for composite wood products.
