EU To Launch SVHC Database To Ease Information Communications
REACH regulation requires EU producers or importers to fulfill their obligations of notification and communication when the SVHC content of articles entering into the EU market exceeds 0.1%. For example, companies are required to provide the information regarding SVHC content in the product to the consumer within 45 days.
On June 14, 2018, the European Union issued the Waste Framework Directive 2008/98/EC (Revision Order (EU) 2018/851) in its official journal, the first of 9 amendments stated that starting on January 5, 2021, any item containing any of the SVHC candidate substances with a concentration of >0.1%, the information should be submitted to the European Chemicals Agency (ECHA). The revised directive came into effect in July 2018.
At the same time, in the second amendment stated that ECHA shall establish a database regarding all submitted SVHC information. All manufacturers, importers and even consumers could have access to this database to request the company to submit the SVHC information. The new database is expected to be completed by the end of 2019 and will begin to receive relevant SVHC information starting early 2020.
The database can assist waste handlers when disposing of waste materials, improve the management of hazardous chemicals during the waste recycling processes, and promote the recycling of non-toxic materials. While strengthening the REACH regulation, the information communication in the supply chain can help consumers choose safer products and speed up the SVHC list material substitution process.
As companies need to start submitting SVHC information to the database starting January 5, 2021, SGS recommends that companies investigate the SVHC list of substances in their products in advance and meet the latest EU requirements in a timely manner.
