TPCH Releases Report on PVC Packaging For Consumer Products
Between November 2014 and May 2015, TPCH had conducted a 7-month investigation regarding PVC packaging used in consumer products and the report was released in November 2017.
Toxics in Packaging Clearing House (TPCH) is a legislation that calls for the reduction of lead, mercury, cadmium and hexavalent chromium in packaging or packaging materials used or sold within the United States.
The legislation prohibits the intentional introduction of the four heavy metals during manufacturing or distribution. Furthermore, manufacturers and distributors of packaging or packaging materials are required to reduce the sum of the concentration levels of incidentally introduced lead, cadmium, mercury and hexavalent chromium to 100 parts per million or less.
Manufacturers and suppliers of packaging and packaging components are required to provide a certificate of compliance to the purchasers of packaging as well as to state agencies and the public upon request.
Between November 2014 and May 2015, TPCH had conducted a 7-month investigation regarding PVC packaging used in consumer products and the report was released in November 2017. 109 units of PVC packaging materials were randomly selected in member states in the US. According to the report, 21 cases of excessive cadmium content were found, of which 14 were manufactured in China, one in the US and one is Mexico. Similar investigations were conducted in 2006 & 2008 and will continue in the future due to persistent non-compliance cases. TPCH is going to expand their investigation from PVC to other packaging materials as well.

For PVC packaging materials, lead can be used as plasticizer and UV stabilizer while cadmium as stabilizer. SGS recommends all manufacturers and supplies to ensure that the package, packaging component, or packaged product offered for sale or for promotional purposes are in compliance with all TPCH requirements.
