SGS HK Has Completed the Very First Baseline Quantity Audit of the Recycling Fund
The Recycling Fund and SGS
SGS was invited by the EPD to draft the recyclables quantity audit requirements and procedures, and to participate in multiple mock audits.
Being one of the parties to formulate the Requirements for Recyclables Quantity Achievements and approved certification bodies, SGS was invited by the EPD as guest speaker to introduce the quantity audit requirements to others approved certification bodies and Grantees. Information included audit requirements, procedures, mechanisms, responsibility of auditors, responsibility of Grantees and mock audit cases were explained and shared during the briefing sessions.
Completed Baseline Quantity Audit for the First time
SGS has been accepting applications on Recyclable Quantity Audit since September 2016, and was able to complete Baseline Quantity Audit for a Grantee under the ESP of the Recycling Fund for the first time. Onsite auditing include verifying baseline recyclable quantity, checking the processes of collection, purchasing, storage, production, transportation of the recyclables and etc.
Background of Recycling Fund
The Recycling Fund was established by the Environmental Protection Department (EPD) in 2015, aiming to increase the capability, capacity, efficiency and skills of the recycling industry in Hong Kong in order to reduce stress on landfill sites, boost up the waste recovery and recycling and promote the sustainable development of local recycling industry.
Effectiveness of the Recycling Fund project is measured by the declared growth in quantity of recyclable collected and recycled product produced or sold after receiving the Recycling Fund. Thus, applicants under the Enterprise Support Programme (ESP) and Small-scale Standard Project type 2 (SSP2), their declared recyclable quantity collected, processed or recycled for baseline condition and the entire project duration must be verified by an approved certification body.
Mechanism of Recyclable Quantity Audit
The Quantity Audit is divided into two parts:
- Baseline Quantity Audit (Upon accepting the grant of the Recycling Fund)
- Performance Target Quantity Audit (Within 2 months after the completion of the funded project)
- We are one of the EPD approved certification bodies
- We are familiarized with the requirements of the audit requirements, thus ensuring an efficient and effective auditing process
- We are familiarized with the operations and requirements of the recycling industry
- We have been responsible for auditing multiple recycling companies for a long time
