New Rule Kicks In For Paraben In Cosmetics
European Commission has published an amendment (EU) No. 1004/2014 of Regulation (EC) No. 1223/2009 to restrict the use of propylparaben and butylparaben in cosmetics products to be placed on the Union Market.
The amendment was published on 16 Oct 2014 and shall be applied from 16 Apr 2015.
Propylparaben and Butylparaben
European Commission has overtaken and adopted the opinions SCCS/1348/10 from the Scientific Committee on Consumer Safety (SCCS) to restrict the use of butyl- and propyl parabens in leave-on cosmetic products designed for application on the nappy area of children below the age of three years.
Under the new changes of requirement, Propylparaben and Butylparaben (and their salts) and permitted to be used in cosmetics finished product at 0.14% (as acid) for the sum of individual concentrations, and at 0.8% (as acid) for mixtures of parabens that are allowed to be used under Annex V of the Regulation.
For any new leave-on cosmetics products containing these parabens that are designed for children under 3 years to be placed on the market after 16 April 2015 should now bear a mandatory warning 'Do not use on the nappy area' to protect infants. However, these preservatives are banned in cosmetics products designed for application on nappy area of children under 3 years old.
- From 16 April 2015: only cosmetics products which comply with the new requirement of this Regulation shall be placed on the Union market.
- From 16 October 2015: only cosmetics products which comply with the new requirement of this Regulation shall be made available on the Union market.
