The California Assembly Bill 1109 was signed into law on October 12, 2007, and requires manufacturers to reduce the levels of toxins in lighting products, such as mercury in fluorescent and lead in incandescent, as prohibited by the European Union pursuant to RoHS (Restriction of Hazardous Substances) Directive 2002/95/EC.

It also requires the reduction of energy usage and hazardous waste in lighting, and encourages the use of more efficient lighting technologies, and increases recycling opportunities.
