The ASEAN Cosmetic Directive (ACD) comes into force in Singapore from 1 January 2008. This directive aligns closely with the European Union Cosmetic Directive and is being implemented in all ASEAN member countries by 1 January 2008.
Cosmetic products which are supplied in Singapore on or after 1 January 2008 are being classified as “new” cosmetic product”. All new products must be incompliance with the ACD requirements and notify the Health Sciences Authority (HSA) of Singapore prior to their sale.
Subsequent re-notification is required every year if the cosmetic product continues to be supplied in the market.
For existing cosmetic products which are supplied in Singapore before 1 January 2008, product notification is also required phase by phase in 2008. Effective from Jan 2009, all types of cosmetic products are required for notification to the HSA before placing in the market and comply with the requirement from ACD.
