The International Uniform Chemical Information Database (IUCLID) is an IT tool originally created by the European Chemicals Bureau (ECB) in 1993 for managing data of chemical substances to meet the requirements of the Council Regulation (EEC) 793/93 regarding the evaluation and control of the risks of existing substances. Regulation 793/93 is now repealed by the new European Chemical Regulation REACH (EC) 1907/2006, which regulates all chemicals manufacture, import, use and place in the European Community. REACH requires European Union (EU) manufacturers and importers to submit registration of their chemicals on its own, in preparation or in article to the Europe an Chemical Agency (ECHA). On one hand, IUCLID 5 allows chemical businesses to compile registration that require technical dossier by inputting data on this software, and on the other hand it allows ECHA and other relevant authorities to manage registration information for follow up actions. The data entry format in IUCLID 5 is designed according to the OECD Harmonised Templates which enables the reporting of study summaries on any type of chemicals including industrial chemicals, pesticides and biocides. The technical dossier created in IUCLID 5 shall include information regarding company and substance identity, information on manufacture and uses, guidance on safe use, classification and labelling, exposure information and all chemical’s physical, eco-toxicity and toxicity characteristic analysis information that required by REACH.
